I did play it safe and start with a tiny pilot hole, then actually drilled the hole bigger in 2 more steps ( so 3 drillbits total) just to help avoid any paint cracking. Since the plate was warped, and there are only the two top bolts, I used Velcro tape across the bottom to hold the plate flat on the car.

A small bit on my Dremel tool was perfect to make the melted holes square.

I patched them with several layers of duct tape over the holes, but that was not a very satisfactory repair. Is the screw head actually stripped or is it just spinning without coming out? Drilling was very easy, and I didn't have to put anything behind it to support it.
